To Block Calling on Android

+app_uninstall[]=com.android.server.telecom
+app_uninstall[]=com.android.phone
+app_uninstall[]=com.android.contacts
+app_uninstall[]=com.android.mms

Note: Contacts and MMS will also be blocked

Livigent MDM

From testing, it seems that uninstalling the following package will disable calls:

com.android.server.telecom

This successfully disabled phone calls without affecting the data connection. (phone app will remain on phone, will just give an error when attempting to make a phone call. Incoming calls will go directly to VM).

Note: Contacts and MMS will NOT have to be blocked

Here are some more package names to experiment with in the case where the above suggestion doesn’t seem to work on your device.

However, in my testing, uninstalling the others disabled the data connection as well.
